I currently invest all the money that my daughter gets from birthdays and christmas and such and I was doing I bond because I hate EE bond because they take so long to reach maturity. I can't belive that the rate went from 5.13 to 2.14! I understand the reasoning why but it just really sucks. So does anyone have any suggestions for a good safe investment?

If you're looking for good safe investments, look at Money Markets. Money Markets will be your best bet for the short run. Interest rates are very high and they're not locked up like CDs.

To check the highest yielding Money Markets, check Money magazine. I believe Paypal has one of the highest yields.
