Immigrants must learn the Language

Since 2005, the republic had released a new rule for the immigrants.
Those who enter the country to live and work here must learn German Language.

I find it good because there are lots of foreigners here but cannot speak German. For this reason, unemployed immigrants here is much higher. Let´s just say 35% out of 50 unemployed are foreigners. Is that not painful for the german economy?

For me, it is an SOP that if I plan to live in a certain country that doesn't speak a language that I know, I must learn the language.

BTW, why is it that Germans don't like to learn English? It is a universal language.
