Everyone seems to hate the current system of social programs intended to be a safety net. The question is, how would you change welfare and other social programs if you could choose?

Unemployment benefits and welfare benefits should be tied to one another. Yes, I see the importance of supporting citizens in need with welfare benefits... However, I believe such benefits should only be available to people who have sought gainful employment.
Unemployment benefits once came with the requirement that the person receiving benefits provide a certain number of job contacts each week or 2-week period. This should be enforced and combined with welfare benefits.

That sounds similar to the UK... it would be abused but I do agree that people who are able to work should be working.

I think the main problem with social programs is that people do take advantage of the system put in place but we need them that is for sure because there are people out there that really need the services.

Strict "means testing" which the liberals have blocked for decades. This would go a long way towards eliminating most of the fraud & abuse throughout our disgusting welfare system.
Eliminate all duplicative welfare programs...this would save $billions and help to reduce the size of gov't.
Eliminate the "food stamp" program and re-establish food centers like we used to have. Prior to the food stamp program, people reported to gov't food centers where they were given bags & boxes of healthy food staples. This would eliminate the black market for trading in food stamps and stop food stamp recepients from buying junk food with their food stamps.
Remove all drug addicts and alcoholics from any form of welfare assistance...screw'em...let'em starve!!! Alcoholism is NOT a disease. As usual, the libs and the lib press has simply lied outright about alcoholism
being a disease and thus not a moral failure. What the science actually says...IS...that certain people MIGHT BE PREDISPOSED towards alcoholism if they have a certain inherited gene. From this, the lying libs reguritated the science to say that alcoholics have a disease...they do not!
Remove any unwed welfare mom with more than three kids from the welfare roles. If family, friends, churches, etc want to care for such irresponsible behavior then let that be their burden. Leave the american taxpayer alone! Too many good people are trying to live their own lives and be responsible citizens...they should not be put upon by gov't to fund the outrageous, irresponsble behavior of moral slugs who do nothing for this nation and are takers, not doers.
Do the above and welfare spending could be cut in half. Kick the 9 million illegals off our welfare roles that the IRS can easily identify via bogus SSN Numbers and we'd save another 40%.
